What is Top 3?

Top 3 is a reform to our election system designed to fix what’s broken in our politics. Top 3 changes the incentives— so elections work better for voters and democracy.

Top 3 gives voters real choices of candidates. All voters, regardless of party, are eligible to vote in a primary election that includes all the candidates. Voters choose one candidate. The top three vote-getters advance to the general election.

In the general election, voters express a preference in each of the head-to-head matchups of candidates to select a winner who best and most fairly reflects the voters’ choices.

Once all ballots have been cast, candidates are compared in head-to-head, in a manner similar to a round-robin sports tournament.
